COMMERCIAL ITEM DESCRIPTION
SANITIZER-DETERGENT, GENERAL PURPOSE
(QUARTERNARY AMMONIUM COMPOUND)
The General Services Administration has authorized the use of this Commercial Item Description in preference to Federal Specification P-D-235.
Salient characteristics.
The product shall be a liquid sanitizer-detergent containing quarternary ammonium compounds as active ingredients.
EPA registration. The product shall be registered by the Environment Protection Agency (EPA) as a sanitizer-detergent which, at the use-dilution stated on the label, will kill 99.99 percent of Staphylococcus aureus (ATCC No. 6538) and Escherichia coli (ATCC No. 11229).
The product and its label shall comply with the Regulations for the Enforcement of the Federal Insecticide, Fungicide, and Rodenticide Act (40 CFR 162-180).
Cleaning efficiency. When prepared as directed on the label, the use-dilution solution shall have a cleaning efficiency comparison index (cleaning efficiency of the use-dilution solution divided by the cleaning efficiency of a 0.25 percent by weight solution of the standard detergent of not less than 0.8, when tested as specified in the Federal Test Method Standard No. 536. Test Method 670- Cleaning Efficiency.
The issue of referenced test methods in effect on the date of the solicitation shall be used to determine compliance with stated requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Packaging, packing, and marking. The items shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification, Shipping containers shall be marked as specified in the contract or order.
Notes: Purchasers should specify in the contract the size containers of the product required.
Bid evaluation. Bids shall be evaluated on the basis of price per gallon of use-dilution solution obtainable. This is calculated as follows:

Where:
A = bid price per container of product,
B = ounces of product needed to make one gallon of use dilution solution,
C = ounces of product per container.
Bidders shall state on their bid the amount of product (in ounces) required to make one gallon of use-dilution solution as stated on the label.
Intended use. The sanitizer detergent covered by this commercial item description in intended to be used as a multi-purpose cleaner, sanitizer and deodorant in public buildings, food handling and processing areas, locker rooms and similar applications. This product is not intended to be used in place of disinfectant cleaners in hospitals and medical facilities.
